Two Key Factors Constrain State IV Standards Implementation

As early as December 21, 2010, the Ministry of Environmental Protection had for the first time postponed the implementation of the four standards for diesel vehicles. The Ministry of Environmental Protection said at the time that for vehicles with compression ignition engines and automobiles, the implementation of the Fourth National Standard was tentatively postponed for one year, and the National IV emissions originally scheduled for January 1, 2011 were postponed until January 1, 2012. Afterwards, by the end of 2011, the relevant ministries announced that diesel engine country 4 has been postponed again by one and a half years, starting from July 1, 2013.

The national four-phase standard for heavy-duty diesel engines for commercial vehicles was postponed several times. The National IV standard for light-duty diesel engines was implemented in parallel with heavy-duty diesel engines. Light-duty gasoline was fully implemented in the national four-standard phase in July 2011. The reason why the implementation time of the National IV standard was repeatedly delayed was mainly due to technical, oil, and consequent costs.

Insufficient technical reserves

If according to the original plans to implement national IV standard in 2010, some diesel engine manufacturers is difficult to timely complete the technology upgrades. At present, the core areas of Chinese auto parts, including high-end electronic controls, fuel injection systems, sensors, brake systems, and steering systems, are basically monopolized by multinational corporations, of which 90% are wholly-owned, joint venture or holding companies. The data shows that in the production of key components such as automotive EFI systems, engine management systems, ABS and airbags, the proportion of foreign-funded enterprises is 100%, 100%, 80% and 65%, respectively. Imported automatic transmissions are The share on the domestic market is also as high as 75%. Due to the monopoly of foreign capitals in the core components such as domestic components and high-end products, foreign investment has clearly occupied a dominant position as a dominant power.

Poor fuel quality, diesel standards lag behind

The reporter learned that before the July 4th scheduled date for the implementation of the forthcoming National Fourth Plan, some vehicle manufacturers were notified that it was difficult to provide all-fourth-ranked diesel fuel nationwide and for post-processing. The supply of urea is difficult to meet. Therefore, relevant state ministries and commissions will implement state-level diesel emissions from January 1, 2015. At the same time, starting from July 1 this year, the National III emissions model will no longer allow the announcement of the Ministry of Industry and Information Technology. The present three oil products are only equivalent to the national I or lower oil products, which seriously restrict the actual effect of the use of State IV technology.

Heavy-duty diesel engines are mainly based on SCR (selective catalytic reduction) technology. The SCR technology can maintain the No. 3 ontology structure, and has the advantages of good fuel economy, lower oil requirements, and easier subsequent upgrades. This is followed by the EGR (Exhaust Gas Recirculation) technology route. EGR imposes low requirements on infrastructure such as urea (AdBlue) refueling stations and therefore coexists with SCR technology for a long time. Fuel trucks increase the post-processing system, increase the space for urea tanks and injection pumps for the vehicle design, increase the catalytic converters in the exhaust system, and add changes to the corresponding urea injection lines and post-processing harnesses. For a single vehicle, The domestic engine will increase by approximately 25,000-3.5 million yuan, which will directly increase the cost of the consumer by 25,000-3 million yuan, while the imported engine will have to increase by 4-5 million yuan. The user is more sensitive to cost and therefore accepts it. The degree is not high.

As early as December 21, 2010, the Ministry of Environmental Protection had for the first time postponed the implementation of the four standards for diesel vehicles. At the end of 2012 at the beginning of this year, Beijing and other places encountered severe hazy weather, coupled with the fact that the National IV emissions had already been postponed twice. In the face of the central government's determination to deal with environmental pollution, the public generally speculated that the national emission of diesel engines would not be postponed. However, the "two barrels of oil" has always stated that it is not possible to provide the country's fourth-ranked diesel on a nationwide basis on time, and that the supply of urea is also difficult to meet. Eventually diesel emission upgrades are delayed for the third time and delayed for a year and a half.
