In response, the National Energy Administration issued the “Circular on the Construction of the Second-phase Project of a 10 Million-Kilowatt-class Wind Power Base in Jiuquan†on March 27 (Guineng New Energy [2011] No. 104), which will correct the practices of the Jiuquan Energy Bureau. Explicitly stated that "local governments and departments at all levels must not arrange the scale of wind power construction and allocate the right to confirm the development of the project to the enterprise, and they are not required to administratively require the enterprise to complete the construction tasks."
