Standardization work in the chemical industry needs to be strengthened

Data show that as of the end of September 2008, the chemical industry has a total of 4493 current standards. Among them, there are 2047 national standards, which are 295 mandatory standards, 1750 recommended standards, and 2 standard samples; 2446 industry standards, which are 359 mandatory standards and 2087 recommended standards.
According to statistics, chemical product standards account for approximately 10% of all national and industrial standards, and international standards (ISO) for chemical products also account for more than 10% of the total. So far, chemical national standards have adopted 1412 international standards and foreign advanced standards, accounting for 69% of the national chemical standards; chemical industry standards use international standards and foreign advanced national standards 905, accounting for 37% of the entire chemical industry standards.
Although the standardization work in the chemical industry has achieved certain results, the participating experts stated that there are still some problems in the standardization work in the chemical industry:
First, the applicability of the standards is rather poor. There are not many standards for safety, environmental protection, energy conservation, human health, and regulatory market. The target standards are still based on product standards. There are relatively few management and trade standards. The structure of the standards is relatively simple. The product standards are still dominated by the main content, and there are fewer toxic and hazardous substances.
Second, the standard level is not high. Due to the serious shortage of national standards, coupled with the lack of interest in integrated and basic standards, and the lack of support, the basic research work of the standard could not be carried out; the technical content of the standard could not be updated and the standard work could not be carried out properly. .
The third is that the standard revision cycle is still relatively long, and there are some disconnects from the market demand. The average standard age of existing standards exceeds 5 years, and it is difficult to meet the market demand. The average period for the preparation and revision of standards is 3 years. Standards that meet market demands cannot be formulated in time.
Fourth, there is a shortage of standardization personnel and the quality of personnel needs to be improved. In particular, there are few high-level, high-level, and high-quality talents who can participate in international standardization activities.
Fifth, the standardization work of chemical companies is relatively weak. In recent years, developed countries have added new trade barriers—standard barriers—to the Chinese enterprises through technology patenting, patent standardization, and standard licensing. In various trade barriers, standard barriers are becoming the most effective means for developed countries to suppress technologically underdeveloped countries and to obtain monopoly excess profits. Because of the lack of core patented technologies and standard strategic awareness, Chinese enterprises are isolated from the "standard war" rules of the game because of their apparent lack of understanding of the competitiveness of the standard strategy.
