New rules for official cars: Leading cadres banned off-road vehicles

The "Measures" pointed out that official vehicles refer to the motor vehicles that are used by Party and government agencies for the purpose of directional protection of official activities, including confidential communication vehicles, emergency protection vehicles, law enforcement duty vehicles, special professional technical vehicles, and others. The "Measures" make it clear that confidential communication vehicles are equipped with cars or other small passenger vehicles with a price of less than RMB 120,000 and a displacement of 1.6 liters or less. The "Procedure" requires that party and government agencies should establish a management vehicle for official vehicles and strengthen the preservation and management of relevant license files. The administrative departments of official vehicles of all provinces, autonomous regions, and municipalities directly under the central government, as well as central and state agencies shall establish a unified official vehicle management information system to improve the informationization level of official vehicles.

The "Measures" will come into effect on December 5, 2017. This means that the Measures for the Administration of the Use of Official Vehicles by Party and Government Organs issued by the General Office of the CPC Central Committee and the General Office of the State Council on January 6, 2011 shall be repealed at the same time.
