The "Procedure" stipulates that relevant functional departments of the people's government of the Guangxi Zhuang Autonomous Region, in the course of administrative examination and approval, have illegally approved projects that are not in conformity with the state's provisions concerning energy conservation and emission reduction policies, shall be given public criticism and rectified within a time limit; the main leaders and charge of the department shall be responsible. The person shall be ordered to resign or be removed from office; the person directly responsible shall be removed from office and transferred from work.
At the same time, if there are major mistakes in the work of energy saving and emission reduction, leading to major responsibility accidents and serious social impacts, the main leaders of the Municipal People's Government and the direct district departments shall be removed from office; the persons directly responsible shall be removed from office and removed from their positions. In the event of dereliction of duty or malfeasance in the work of energy conservation and emission reduction, which constitutes a violation of discipline, the relevant responsible person shall be given a disciplinary punishment in accordance with the relevant regulations; where the suspect is suspected of committing a crime, it shall be transferred to the judicial organ for processing according to law.
“In order to ensure the realization of the “Eleventh Five-Year” emission reduction target, 13 companies have been supervised by the Autonomous Region Environmental Protection Agency this year.” Liang Bin, Director of the Department of Environmental Protection of the Guangxi Zhuang Autonomous Region, said that currently there are 440 key pollution source units in Guangxi. The 499 pollution source site-side automatic monitoring facilities will be constructed to realize online monitoring on all networks. This year, Guangxi will no longer approve "two high and one capital" and industries with excess capacity or capacity expansion projects.
