According to reports, the determination of provincial-level export bases and export base companies aims to enhance Hebei's independent innovation capability and international competitiveness, and enhance export endogenous power. Since the beginning of this year, the four departments have taken the strengthening of export base construction as a key measure to promote the development of foreign trade in Hebei Province. Through in-depth investigation, they have screened a group of industries with distinctive features, large export scale, outstanding R&D capabilities, and relatively complete industrial chain and supporting service systems. Industrial clusters, industrial parks, and enterprises are identified as "export bases" or "export base companies."
The first batch of 16 "export bases in Hebei Province" and 23 "export base enterprises in Hebei Province" share the same characteristics: high technological content, involving emerging industries such as new energy, new materials, and biopharmaceuticals; The pillar industries and key enterprises are also the main forces and vanguards that drive the province’s exports. With a large market share, the province’s foreign trade exports grew by 50.6% in the first eight months of this year, which is due in part to these bases and companies’ pulling role.
It is reported that for these bases and enterprises, Hebei Province will further increase its support and will follow the principle of “bundling†devolution of power and policy “combination†and implement the “five prioritiesâ€: prioritize the deregulation of foreign trade operators for registration and export Permission to print licenses; prioritize import and export quotas and business qualifications for important commodities; prioritize the use of national and provincial trade promotion funds; prioritize major exhibition booths such as the Canton Fair; and prioritize support for online international trade.
In addition, the four departments of the province also identified 24 “emphasis-linked export gathering areasâ€, among which 3 are listed in the city.
